The building of Banja Luka International Airport began in 1976. In accordance with existing development plans, capacities were built which defined Banja Luka Airport as an aerodrome of secondary importance, restricted to domestic air traffic on the territory of the Socialist Federal Republic of Yugoslavia.

 
After the political and territory transformation of the Socialist Federal Republic of Yugoslavia and Bosnia and Herzegovina territories, Republic of Srpska was constituted as a real political fact, which gave Banja Luka Airport new importance and a completely different role.
Banja Luka
International Airport is considered to be one of the fastest, most secure and most economical gateways of Republic of Srpska into the world, and therefore one of the important components of the constitutionality of Republic of Srpska.

Banja Luka International Airport is opened for civilian air traffic 18th November 1997. Since
2 March 1998, when Yugoslav airlines promoted the first flight from Banja Luka
International Airport, it has served only for international passenger transportation.

Banja Luka International Airport was built in the area of Laktaši and Gradiška municipalities,
in the wide valley of the river Vrbas expanding into the well-known Lijevče polje.

The distance between the Airport and the main road is 1,100 m, and road distances to the Banja Luka city is 23 km.

Development plan

The administrative authority of “Aerodrome RS” company has therefore decided to make a development plan for Banja Luka Aerodrome, in order to define real possibilities of Aerodrome functioning in current market conditions, and adopt a strategy for further Aerodrome development towards the anticipated volume of traffic in the next 20 years.

Analyses and estimations that have been done so far point that the traffic volume on the Aerodrome is seriously interfered by a number of limiting factors arising from inadequate capacities of certain aerodrome buildings and facilities.

On the basis of the facts presented in the analysis of the existing situation, and their comparison with the facts presented in the potential of the Aerodrome service area, three strategic development plans can be established:

I-1. Widening and levelling of the strip.
I-2.
Building and asphalting a service road leading to marker beacons, taxiway and apron, and
     asphalting the area surrounding the glith path antenna.

I-
3.
Acquisition of the needed equipment for safety and security control of passengers and
     luggage, the equipment for maintenance of manoeuvring areas in winter, de-icing vehicle,
     fire engine and the equipment for the fire prevention department and first-aid station.

I-4.
Setting the optical cable for telecommunication link of the airport complex to the main
     optical line Laktaši – Topola, and the repair of telecommunication lines in the airport area.

I-5.
Setting a new 20 kv long-distance power line for the connection of the airport complex to
     the 100 kv main transmission line.

I-6.
Organizing and conducting professional trainings and competence assesments for the staff
     doing jobs of importance for air-traffic safety.

Erection of a new terminal building.
II-2.
Widening and lenghtening of the terminal apron.
II-3.
CARGO building.
II-4.
Equipment for receiving and dispatching aircrafts, passengers and luggage.
II-5. O
wner's transformation and reorganisation airport company.
II-6.
A hotel in the terminal complex.
II-7.
Provide and protect the area for aircarier facilities on the airport.
 

III-1. Determine topographic conditions, approach and take-off paths for instrumental landing
       system
(350º).
III-2.
Aquire and install modern equipment for meteorological observation and navigational
       equipment for instrumental landing, and install the system of precise approach lights
       (category II).

3.
Provide and protect the area for the expansion of flight control facilities on the airport.
